Rev. Dr. Terrence S. Keeling

President/CEO, Central Baptist CDC

Reverend Keeling is Pastor of Central Baptist Church and President/ Chief Executive Officer of the Central Baptist Community Development Corporation in Wilmington Delaware’s Eastside.  His community-based application of the gospel focuses on “whole” as opposed to just “soul salvation,” along with his business experience, has resulted in innovative and effective community outreach programs through The Central Baptist Community Development Corporation (CDC).

Under his leadership the Corporation has established Urban Acres LLC, which provides locally grown produce to communities designated as food deserts, Eastside Rising Training Center which provides trainees with the soft and technical skills that will ensure that they are job-ready, Eastside Employment Services LLC, which provides placement of those trainees as well as case management focused on removing the barriers that may hinder applicants’ success.

Dr. Keeling is also Chairman of The Eastside Blueprint where their asset-based approach has resulted in the community developed plan known as Eastside Rising. The plan, implemented by the community through the CDC, has empowered the Eastside community to provide opportunities for employment, entrepreneurship, affordable housing along with a new sense of pride to the Eastside Community.

Dr. Keeling is a graduate of New Brunswick Theological Seminary where he earned his Master of Divinity and his Doctor of Ministry degree in Metro-Urban Ministry.

Michael Minor 

V.P. Operations/ Director of Urban Acres

Mike Minor is an Ex-United States Marine who comes to Central Baptist CDC after over 29 years of management experience with BP Oil Co. He has spent time in Bombay India as an independent management consultant and throughout the United States as a missionary with American Baptist Churches of Pennsylvania and Delaware. He has also worked as an American Red Cross rapid response disaster team volunteer.

Director of Workforce Development and Community Employment

Ivey Ibrahim brings experience from the public, private and non-profit sectors to Central Baptist Community Development Corporation in his role as Director of Workforce Development and Employment. He has served as the Director of Neighborhood Development for the City of Wilmington Delaware under Mayor Dennis P. Williams.  He is the co-founder of Fresh Look Products, Inc. an internet e-commerce marketing, sales and distribution business and also provides marketing and business skills consulting to small and emerging minority businesses. Mr. Ibrahim was also a founding board president for the Police Athletic League of Wilmington and president of the 1st District Neighborhood Planning Council.

Director of Real Estate and Housing

Tim has over 20 years of experience in housing finance, housing development, community development, and various public policy issues. Tim has previously served as Director of Real Estate & Housing for the City of Wilmington and in leadership positions on a number of boards, including but not limited to the Wilmington Housing Authority, the Downtown YMCA, and the Wilmington Housing Partnership. In 2012, Tim formed Timothy Crawl-Bey & Associates, a real estate advisory and management consulting firm that has worked with local governmental entities, non-profit organizations, and for-profit developers throughout the Mid-Atlantic region on a variety of initiatives. Tim earned  a B.A. in Urban Studies from the University of Pennsylvania and a MPA with honors from the University of Delaware.
